Foreign Policy Address at the Council on Foreign Relations
Hillary Rodham Clinton
Secretary of State
July 15, 2009
Question and Answer Session
Thank you very much, Richard, and I am delighted to be here in these new headquarters. I have been often to, I guess, the mother ship in New York City, but it’s good to have an outpost of the Council right here down the street from the State Department. We get a lot of advice from the Council, so this will mean I won’t have as far to go to be told what we should be doing and how we should think about the future. . .
The same forces that compound our problems – economic interdependence, open borders, and the speedy movement of information, capital, goods, services and people – are also part of the solution. And with more states facing common challenges, we have the chance, and a profound responsibility, to exercise American leadership to solve problems in concert with others. That is the heart of America’s mission in the world today.
Now, some see the rise of other nations and our economic troubles here at home as signs that American power has waned. Others simply don’t trust us to lead; they view America as an unaccountable power, too quick to impose its will at the expense of their interests and our principles. But they are wrong.
The question is not whether our nation can or should lead, but how it will lead in the 21st century. Rigid ideologies and old formulas don’t apply. We need a new mindset about how America will use its power to safeguard our nation, expand shared prosperity, and help more people in more places live up to their God-given potential.
President Obama has led us to think outside the usual boundaries. He has launched a new era of engagement based on common interests, shared values, and mutual respect. Going forward, capitalizing on America’s unique strengths, we must advance those interests through partnership, and promote universal values through the power of our example and the empowerment of people. In this way, we can forge the global consensus required to defeat the threats, manage the dangers, and seize the opportunities of the 21st century. America will always be a world leader as long as we remain true to our ideals and embrace strategies that match the times. So we will exercise American leadership to build partnerships and solve problems that no nation can solve on its own, and we will pursue policies to mobilize more partners and deliver results. . .
Mrs. Clinton goes on a length outlining her ideas for globalism.
Now, we know this approach is not a panacea. We will remain clear-eyed about our purpose. Not everybody in the world wishes us well or shares our values and interests. And some will actively seek to undermine our efforts. In those cases, our partnerships can become power coalitions to constrain or deter those negative actions.
And to these foes and would-be foes, let me say our focus on diplomacy and development is not an alternative to our national security arsenal. Our willingness to talk is not a sign of weakness to be exploited. We will not hesitate to defend our friends, our interests, and above all, our people vigorously and when necessary with the world’s strongest military. This is not an option we seek nor is it a threat; it is a promise to all Americans.
A careful reading of her speech makes it clear she is not simply referring to terrorists with the above threat, but is directed to any group that threatens globalism. And yes, it certainly is a threat.
Building the architecture of global cooperation requires us to devise the right policies and use the right tools. I speak often of smart power because it is so central to our thinking and our decision-making. It means the intelligent use of all means at our disposal, including our ability to convene and connect. It means our economic and military strength; our capacity for entrepreneurship and innovation; and the ability and credibility of our new President and his team. It also means the application of old-fashioned common sense in policymaking. It’s a blend of principle and pragmatism. . .
And finally, I am determined to ensure that the men and women of our Foreign and Civil Service have the resources they need to implement our priorities effectively and safely. That’s why I appointed for the first time a Deputy Secretary for Management and Resources. It’s why we worked so hard to secure additional funding for State and USAID. It’s why we have put ourselves on a path to double foreign assistance over the next few years. And it’s why we are implementing a plan to dramatically increase the number of diplomats and development experts. . .
More than 230 years ago, Thomas Paine said, “We have it within our power to start the world over again.” Today, in a new and very different era, we are called upon to use that power. I believe we have the right strategy, the right priorities, the right policies, we have the right President, and we have the American people, diverse, committed, and open to the future.
To anyone who uses critical thinking, she is clearly stating above that in this new and very different era, we must start the world over again in a very different way than the founders did, including Thomas Paine. Some of us believe that the principles outlined in the Constitution are eternal absolute truths that were inspired by God. We know that globalism will not bring freedom to people but will stifle freedom, creativity and personal growth. We mourn the socialism that is being used to usurp our God-given rights.
I found this on, “The Voice Of The Soldier” news letter at www.specialforces.com. I just wanted to share with you why I love guns. They protect me so I will protect them.
In 1929, the Soviet Union established gun control.
From 1929 to 1953, about 20 million dissidents, unable to defend themselves, were rounded up and exterminated.
In 1911, Turkey established gun control.
From 1915 to 1917, 1.5 million Armenians, unable to defend themselves, were rounded up and exterminated.
Germany established gun control in 1938
From 1939 to 1945, a total of 13 million Jews and others who were unable to defend themselves were rounded up and exterminated.-
China established gun control in 1935.
From 1948 to 1952, 20 million political dissidents, unable to defend themselves, were rounded up and exterminated-
Guatemala established gun control in 1964.
From 1964 to 1981, 100,000 Mayan Indians, unable to defend themselves, were rounded up and exterminated.
Uganda established gun control in 1970.
From 1971 to 1979, 300,000 Christians, unable to defend themselves, were rounded up and exterminated.
Cambodia established gun control in 1956..
From 1975 to 1977, one million educated people, unable to defend themselves, were rounded up and exterminated.
Defenseless people rounded up and exterminated in the 20th Century because of gun control: 56 million.-
It has now been 12 months since gun owners in Australia were forced by new law to surrender 640,381 personal firearms to be destroyed by their own Government, a program costing Australia taxpayers more than $500 million dollars. The first year results are now in:
1: Australia-wide, homicides are up 3.2 percent.
2: Australia-wide, assaults are up 8.6 percent..
3: Australia-wide, armed robberies are up 44 percent (yes, 44 percent)
In the state of Victoria alone, homicides with firearms are now up 300 percent. Note that while the law-abiding citizens turned them in, the criminals did not, and criminals still possess their guns! While figures over the previous 25 years showed a steady decrease in armed robbery with firearms, this has changed drastically upward in the past 12 months, since criminals now are guaranteed that their prey is unarmed.
There has also been a dramatic increase in break-ins and assaults of the ELDERLY. Australian politicians are at a loss to explain how public safety as decreased, after such monumental effort, and expense was expended in successfully ridding Australian society of guns. The Australian experience and the other historical facts above prove it.
You won’t see this data on the US evening news, or hear politicians disseminating this information. Guns in the hands of honest citizens save lives and property and, yes, gun-control laws adversely affect only the law-abiding citizens. Take note my fellow Americans, before it’s too late! The next time someone talks in favor of gun control, please remind them of this history lesson. With guns, we are ‘citizens’. Without them, we’re ‘subjects’.
During WWII the Japanese decided not to invade America because they knew most Americans were ARMED! If you value your freedom, please spread this anti-gun control message to all of your friends. The purpose of fighting is to win. There is no possible victory in defense.
The sword is more important than the shield, and skill is more important than either. The final weapon is the brain. All else is supplemental.
SWITZERLAND ISSUES EVERY HOUSEHOLD A GUN!
SWITZERLAND’S GOVERNMENT TRAINS EVERY ADULT THEY ISSUE A RIFLE.
SWITZERLAND HAS THE LOWEST GUN RELATED CRIME RATE OF ANY CIVILIZED COUNTRY IN THE WORLD!!! IT’S A NO BRAINER! DON’T LET OUR GOVERNMENT WASTE MILLIONS OF OUR TAXDOLLARS IN AN EFFORT TO MAKE ALL LAW ABIDING CITIZENS AN EASY TARGET.

I received the information below as part of an email letter from the Republican National Committee. I agree with the principle of empowering the people not the government, etc. The problem is that too many Republicans give only lip service to this and other viable Republican principles, i.e. they are RINOs (Republican In Name Only). While the figures provide an interesting summary of the , $23.1 trillion is too low because it does not take into account approximately $55 trillion in unfunded social security and medicare obligations. These future obligations bring the total to over $78 trillion, a staggering amount given that the GDP of the ENTIRE WORLD is estimated to be $78.4 trillion.
A nearly $2 TRILLION deficit this year. Another deficit over $1 TRILLION next year. A of over $23.1 TRILLION during the next ten years. And $1 TRILLION in new tax increases over the next ten years.
The pork-laden budget plans the Obama Administration laid out this week for 2009 and 2010 are reckless, irresponsible and irrational. The Obama/Pelosi/Reid Democrats are using this current economic crisis to accelerate their liberal agenda to grow the size and scope of government at all levels, increase spending to record levels and foster the redistribution of wealth at an alarming rate.
I’ll be the first to admit that Republicans had a hand in creating this mess, but further uncontrolled spending, record deficits and a huge tax increase during a recession are not the prescription for creating jobs and making our economy strong again.
There is a better way and it starts with the old Ronald Reagan slogan of “Get the government off our backs.” It’s a return to the basic principles of the Republican Party: limited government, freedom, opportunity and providing the tools for free enterprise to create, innovate and prosper.
Republicans believe that empowering the people — not the government — will help get us out of this crisis. Obama’s massive tax increase on individuals and small businesses, the engine that provides 75% of economic growth, is like turning the furnace off in a blizzard. It won’t revive our economy and together with the massive spending increases – is dangerous and irresponsible.
One of the greatest reasons we are now losing our freedoms is the powerful label “conspiracy theorist”. It was instigated in the 80s quite brilliantly, to corral Americans right where the socialists wanted us to be. They were then able to hide in plain sight and further their agenda because any who tried to expose them were called conspiracy theorists. Are there crazy, fanatical conspiracy theories out there? Absolutely! Yet assuming that conspiracies do not exist demands we ignore thousands of examples from history, unless we have become so pure that there is no more deceit.
For years, I occasionally tried to show people what was going on by showing material straight from the government itself. Most people refused to listen and said they did not believe those things. When offered conclusive evidence straight from official sources, they would actually refuse to look. The fear of being labeled kept the majority of Americans in willful ignorance. Now we are reaping the reward of refusing to be vigilant in watching our freedoms.
What is the solution? If you still are allowing yourself to be manipulated by fear, acknowledge it and cast it out. Faith and fear cannot exist together. Faith is a principle of action and it is action we all need to take now to prepare for the consequences of our past inaction. Action is what we need to take in educating ourselves on a firm foundation of Constitutional principles. Any left who cannot see where we are being driven are as blind as a person who would see this albino dolphin and assume it was gray or black because there are no pink dolphins. Wake up, see what is before your eyes.
I knew this year would mark the time when there was a separation between moral issues, but I am surprised to see that we are also going to see a dramatic separation between those who choose socialism and those who choose freedom. By the end of this year, I predict that people will have had to make a conscience choice in the matter…no more fence sitting.
Today, on the Rush Limbaugh show, he showed that he really is waking up to reality. One year ago Rush was still saying the American economy was in great shape and that those saying differently were only liberals trying to scare us. Now he has done his homework. On the radio this morning, Rush lamented the fact that no one is talking about the coming inflation and how devastating it is going to be. We are currently in deflation but that is a temporary conditin. When a caller talked about the TAARP money that tax payers are throwing at banks, Rush said that the reality was, it was not tax payer money. The Fed is printing dollars hand over fist to hand out. There is nothing backing this money and within a few years, our deflation will move to inflation and the value of our money will sink like a stone. There is no way around this due to the actions of the government.
Rush also informed us that a large chunk of the proposed bailout money will go to ACORN, the community organization largely responsible for getting President Obama into office. Obama started out as a community organizer. Many years ago I learned some of the things these community organizations do and it would curl your hair. Basically, Rush told his audience that from what he could see, a great deal of the money from the new package proposed by the president is payback to cronies who backed Democrats this year. So, to put it bluntly, our government is paying off those who have funded the move to socialism. Are we in trouble? More than most people dream, because it is easy to loose freedoms but to regain them is a monumental task.
Now that Rush Llimbaugh is strongly standing up for right thinking in most of what he says, we are supposed to stop listening to him. At least that is what Congress has been told by President Obama. At times, Rush really bugs me and I do not always agree with him, but now that he is under attack and also since he is seeing things more clearly, I want to support him more.
After watching Obama carefully for the last year, I have to say tha I believe he is the kind of man who will stand for no opposition. He is a natural dictator. His retort to the Republicans last Friday with the “I won” comment was no joke. He listens to others but he will do what he wants to do because he believes he is superior. By the time his term is up, freedom of speech will have lost more ground than the last two centuries combined. To tell legislators not to listen to Rush if they want a place in Washington is dangerous and over the line.
The subtle ways in which our freedom of speech is being chiseled away by the thought police of governments around the world and their attack dogs, the media, is not apparent to most people, but believe me, it is happening in leaps and bounds. Speak out against it, make people aware of it. Do not buy into the pressure to support the policies of President Obama. It is treasonous to support policies that go against the Constitution and are designed to steal our liberties. It is insidious for liberals to pretend that they are bringing back the standards of our forefathers. I have heard the president and his ilk say again and again that they will return us to the right path that America was founded upon. This is doublespeak, but people are buying it because they are not educated about the Constitution. Ignorance is killing our nation…fight it in your circles of influence.
Republicans Object to Stimulus Dollars for ACORN
Republican lawmakers are raising concerns that ACORN, the low-income advocacy group under investigation for voter registration fraud, could be eligible for billions in aid from the economic stimulus proposal working its way through the House.
House Republican Leader John Boehner issued a statement over the weekend noting that the stimulus bill wending its way through Congress provides $4.19 billion for “neighborhood stabilization activities.”
He said the money was previously limited to state and local governments, but that Democrats now want part of it to be available to non-profit entities. That means groups like ACORN would be eligible for a portion of the funds.
Sen. David Vitter, R-La., told FOX News Tuesday that the money could be seen as “payoff” for groups’ political activities in the last election. ACORN generally supports Democratic candidates and actively backed President Obama last year.
But he said the funding is just one example of frivolous spending items in the $825 billion package.
“It’s just a long list of spending items. Not a real economic stimulus job creation bill,” Vitter said. “It’s line after line after line of favorite liberal spending programs, and it amounts to a big government bill — not a job creation bill.”

Other Attacks on Religious Liberty
I received an interesting letter from the. Here are some excerpts.:
The election is finally behind us. However, this is not the time to let down your guard or give up the fight.
Although the political landscape may have changed, the enemies of freedom are still at large, wreaking havoc in communities across our land.
I am referring to groups like, which have made it their life’s work to eradicate all traces of Christianity from our schools, our workplaces and other public places.
This particular group claims to be an advocate for religious freedom, but they are no friend of freedom, particularly when Christians are involved.
Indeed, most recently, Americans United marshaled its tremendous resources in order to wage a despicable smear campaign against Marcus Borden, ain who just wants to bow his head while his players offer a pre-game prayer.
It was bad enough when school officials insisted that Coach Borden remain still, neither taking a knee nor silently bowing his head while his players prayed.
But at the urging of Americans United, the Third Circuit Court of Appeals declared that Coach Borden should actually leave the room!
It is because of this group, and others like them, that we are quickly becoming a society that is anti-religion. It is because of their efforts that in many parts of the country, law-abiding Americans can no longer speak about Christianity or reference God, let alone bow their heads in silent prayer or even gather friends and family for prayer in the privacy of their homes, without inciting a disturbance.
. . .
We have appealed Coach Borden’s case to the. However, the ramifications of this kind of religious censorship cannot be underestimated. Indeed, they are already being felt across the country.
. . .
In Virginia, the governor recently ordered all police chaplains to refrain from referencing Jesus Christ in public prayers. The governor pointed to the Turner case, which we have also appealed to the U.S. Supreme Court, as justification for his actions. As you’ll recall, Rev. Hashmel Turner is a city councilman who was prohibited by the City Council (giving in to pressure from the ACLU) from ending his prayers at council meetings with three small words: “in Jesus’ name.”
It is my fervent hope that thewill hear these cases.
However, whether or not they choose to do so, the battle for religious freedom will not end there. It’s going to take all of us sacrificing . . .to protect and defend our God-given freedoms.
was right when he said that “If we lose freedom here, there’s no place to escape to.
